How can exposition inform a protagonist while keeping them powerless?

Sicario gives Kate useful maps and tactical instructions while withholding who controls the operation and its actual purpose. Her information does not give her authority.

Kate can understand the route and follow the convoy without knowing the operation’s objective, legal justification, or final authority. The audience shares her access to useful tactical information and her exclusion from the decisions that determine what the mission is for.
